I was on the interwebs and ima pop up said your iPhone has been hacked do something quickly and I don’t know what to do so scared right now.

It is fake. That is a screen that appears on web pages that try to scare you into paying for a service you don't need.

A user is usually fine by tapping the two boxes to show all tabs and close the tab that has the fake message, and open a new tab and find a new website to visit.
