Hello,
not sure if this should be here or in the iphone section directly but here goes.
PC is W10 Pro 64bit current updates
Iphone8+ and itunes are all current as of today.

In the past when I connected it i would see the iphone appear in "This PC" but it does not anymore.
Plugged in it charges, and itunes sees it, but the PC does not acknowledge it directly.

Not sure when this changed, but I went to go offload a bunch of pics and vids, was actually planning to make a shared dropbox folder for some people but I cant get to it.

I never got the popup on the PC indicating the phone was connected, but itunes saw it right away.
The phone never popped up with that "trust this PC" question either.
I did not find the apple related entry in the USB section of WDM either, so I could not update the driver. If I just need a link to DL and install said driver, that's fine, please give me a link.
It is also NOT in portable devices either, went through any other place in WDM that might hold it like storage controllers, multrimedia devices, as it could in theory be mislabelled and put there
I have read some kinda assinine suggestions of reset phone to factory and delete everything on it and reinstall windows on the PC with a clean format of the drive, that's plain out stupid; i have never found a problem that has ever required that. But I am clearly missing something, and im not sure what.
I have read that itunes may need a full reinstall, and if that is the case, as the phone is backed up here, what steps need to happen to preserve the data?

Please any suggestions are appreciated.

And it just disappeared out of itunes and doesn't want to come back. I am at a complete loss.

It sounds like you are connecting while the iPhone is unlocked, which is good. Windows may not pop up anything if it was told to do nothing when the device is connected. The Trust PC prompt only happens when it is the firs time the phone is connected to that PC (and PC drivers have not been updated since then).

The usual fixes are:
  • Reboot the PC
  • Reboot the Phone
  • Try a different cable
  • Try a different port
  • Remove any USB hubs between the phone and computer
The driver is automatically installed with iTunes. Though if you got your iTunes from the Microsoft Store, that may not be true. Always download iTunes from Apple, never Microsoft Store crippled software.

When looking in Windows Device Manager (Devices) the iPhone will be under the USB section.

There is no need to wipe the PC or the iPhone. After trying the above, let me know if that fixes it or not. There are other more advanced steps that can be done.
