Iphone UI question

Hello all,
Is there a way I can move an icon on my iphone and have it NOT slide everything over to fill the spot that was just emptied? if so how? I find this function to make any reorganization to take WAY longer than needed.

Next, when I turn my phone sideways is there a setting to keep the icons from rearranging and just rotate in place?

1. No. You have to manage the app icons as Apple intended.
2. No. You can rotate lock and prevent the screen from rotating at all, but that is about it.
