My Ipad that I had purchased a year ago from a rent-to-own company had to go in for repairs as the sound would only work when using headphones. Long story short it could not be repaired so they replaced it today with a refurbished one. It was sent to them from another store and that store did not make sure it was wiped completely so there is someone else's I-Cloud account on there that I cannot get around as I have no clue what the password is. Is there a way for me to get around this so I can start fresh with my own information? Thanks for the help!!

If the iPad came to you with someone else's iCloud account on it, what you're probably bumping into is the "activation lock" (find my iPhone) feature. You cannot get past this, by design. Return the iPad to where it came from as it is useless to you without this being disabled, and there is NO way to get past this.
