When you use an iPad to its full ability it starts to get hot. Do you reckon that if it had a fan it would run cooler and at a better performance?

Cooling usually helps any device that is restricting performance due to heat.
I don't believe the iPad is reducing performance due to normal indoor heat. They are designed to be in ambient temperature up to 85F, and work normally. If it is heated above 85F, then performance will be reduced and behavior may be undefined and erratic.

I don't know the exact temperature but sometimes it gets hot while it's starting to lack. But thank you for your comment. really helped
