Erase all content and settings

If I decide to "Erase all content and settings" from the settings screen, will my iPhone still work? Or would I have to go to my carrier and get it activated again? Would I have any important files missing (for the phone to function properly)

Asking for a friend who want to buy a used iPhone but don't want leftover files from the previous owner. He wants the memory to be clean as if he just bought a brand new iPhone with factory settings untouched.

It only resets the settings and content, you will have to plug it into iTunes after the sync, but you won't have to contact AT&T and you won't lose any OS functionality. I think it just needs to connect to iTunes to verify it's fine.
I've done a reset settings before (not content) and it asked me to plug into iTunes but it didn't do any syncing

Erase all content and settings will remove all data from the iPhone. The phone will still work. All the new owner will have to do is set it up on their computer. You will also have to remove your email address from iTunes app (just delete the user name) and your phone number manually. When I did it I had to type the number 0 (zero) in the space and then save it otherwise the save button was greyed out.
