Can an old iPhone 5s still be recovered?

I recently performed a full reset on a random old disabled iPhone 5s, but it is now asking for an Apple ID sign-in. The account linked to the phone belongs to someone I don't know, making it impossible for me to use the device. Is there any way to resolve this issue?

Nope. Once done, can't be fixed. Only that Apple ID owner can unlock the device.
