can I compile apps on ipad or iphone?

I'm watching this video tutorial on how to create a simple "hello world" app for the iPhone on a PC using Visual Studio and Xamarin:

About 11 minutes into they video, they explain that even though you can develop the app on a PC using Visual Studio, you still need to be connect to a Mac in order to compile it for actual iPhones.

My question is: does it have to be an actual Mac computer or can it be other Apple products like iPads or iPhones. I've got a couple iPads and an iPhone but no Mac computer. Can I make due with what I have?

There are no compilers that run on iPhones and iPads, so you will need a Mac.
