I'm not sure dbpoweramp can encode to ALAC yet, you may have to use it to convert your FLAC files to WMA Lossless and then import those into iTunes and let it convert them to ALAC.
Doing it that way will also keep any tags intact.

Foobar2000 can play and decode FLAC to WAV, and then you can encode the WAV yourself in iTunes. Of course then you have to tag all the stuff by hand, and have to delete the WAV manually from iTunes once your done so the WAV file is not in your library.

Don't get too excitied about an Apple Lossless encoder, a lot of those posts are old and last I check Spoon wasn't making due to a lack of demand and motivation. http://forum.dbpoweramp.com/showthre...8&page=2&pp=15
Your best solutions is to download the dbPowerAMP Music Converter and the FLAC and WMA Lossless plugins found at codec central. I've done this process a few times and its pretty quick and easy to do. Convert your FLAC to WMA lossless with Music Converter and then import them to Apple Lossless with iTunes, all your tags will be preserved perfectly too.
