I recently went snowboarding with my 2nd gen 8 gig I touch. Got watered damaged so I did some research and found that people say if you soak it in rubbing alcohol it can reverse the effects. I did this for 8 hours then placed it in a bowl of rice for about 3 days. Plugged it in to the computer and it worked. Only bad thing is the volume buttons dont work and the power button doesnt work which is kind of a bid deal. Any ideas on how I could fix these issues? Thanks

There probably is water damage on the board and some of the parts causing this problem. It will need to be opened up and looked at to see what the extent of the damage it.
