Any DVD burning program that you probably already have on your computer can author a DVD. You will not be able to burn movies bought from the iTunes Store since they are copy protected.

Apple users already have iMovie and iDVD to get videos to DVD. Most if not all Windows computers with a DVD burner should already have burning software installed. If not I did like Nero Burn when I had a PC although it was starting to get pretty bloated. Even then it did include all the basic programs to edit and author video for a DVD.
