It is just me or is the iPhone is more popular than the iPod was a few years ago? I live near a military base and I seem to see more folks with iPhones (mainly 3GS and 4/4S) than iPods. Has anyone else seen this?

iPhones and iPads have been outselling "iPods" for some years now by a wide margin. I've not seen anything more primitive than a touch for years, with most people clearly sporting an iPhone or Android device.
Which is not to say iPods are unpopular - Apple is still selling several times more of them than they ever did at their peak of popularity, it's just that popularity is a relative thing. With most people nowadays thinking a smart phone is a necessity of sorts and cost being more or less constant regardless of what you get, if you are into "iPods", your "iPod" is probably an iPhone.

I think there's also a tendency to actually see iPhones more than you would have previously noticed iPods. Since the traditional iPod was strictly a music player for the vast majority of users, it was the kind of device that generally stayed in one's pocket.
By contrast, iPhones are used for so much more than just listening to audio, almost all of which requires the user to pull the device out and actually look at and play with it. In short, I see more people fiddling with their iOS devices (iPhone and iPod touch) than they ever did with traditional iPods, where the only evidence of an iPod being used was often the white earbuds, and of course not everybody uses the stock earphones.

I still see ipods around, mostly either folks with plain feature phones or older ipods used by folks who still like the interface etc.-one acquaintance with a blackberry swore by her ipod nano (5th gen) and didn't like the BB for music and disliked the idea of touchscreens so there you go.
