using two ipods copying problems

I am using the latest Itunes 12.7 on my PC Win10 . I have two Ipods, an old Classic and the latest Ipod Touch. When I sync the old classic it seems to work fine but when I sync the Touch it looks like it copying the whole library over again, which is over 7000 songs and takes a considerable amount of time.
I cannot figure this out, any suggestions?
Thanks

Last time I saw this, the device that was syncing everything was in Manually Manage Music and Videos mode, and the user was clicking the sync button. Taking it out of manual mode was the fix.

Did you use manual mode to get some custom ringtones? You can switch back to automatic and the ringtones will remain.
I am not sure if the legacy app install will behave the same.

Outside of that I would suggest: Reboot, Reset, Restore

Have you backed up your iTunes Library this week? If not, you are risking losing your music and playlists....
