I had the same problem. Make sure that no other users are logged into your computer, don't switch user, completely log out.
I had two iPods on one XP computer each using a different library on two different user accounts. I had to backup both libraries and uninstall iTunes and all the iPod software then go into one account, plug in the iPod for that account, install the software, sync the iPod, then completely log out, unplug that iPod, plug in the other iPod and do it again for the other account. After that you can have both iPods plugged in at the same time, just choose the one to sync. |

Yeah, that's a multiple-user problem that iTunes has with XP (as opposed to the other way around). Apple hasn't quite got the hang of XP yet, so iTunes gets confused when mutilple users are logged on. Just log the other user(s) off, and all will be well.
