Import playlists without creating duplicates?

Is there any way to import playlists (without the songs, just the playlist info) into iTunes without creating duplicate entries in the library? When I import .m3u playlists, I get duplicates of every song. Does it matter what format the playlists are saved in?

I answered my own question. It wasn't pretty. I had to import the .m3u playlists (which created duplicates and is extremely slow), then export those playlists as .txt through iTunes (which is fast), then wipe the iTunes library and rebuild it, then import the .txt playlists (which is also fast), then restore the iPod and reload everything onto it. It worked (is working) and only took about sixteen hours total.
