You can only download your purchased music once, so if you did not make a backup or do not have those tracks on your iPod, you're technically out of luck.
If you do have them on the iPod, you can transfer them back from there. If you're using iTunes 7, just right-click on your iPod and choose "transfer purchases". Otherwise (if you're not using iTunes 7), you'll need to find a third-party tool that can recover them from your iPod for you. Some people have had success with e-mailing the iTunes Store and explaining the situation and asking them politely if you could redownload your music files. There is a flag they can reset to allow you to redownload your music, although it's more of a courtesy on their part than a service that they actually offer.
