If you have used the recent ipod updater on your shuffle (the one from June 28, 2006) it installed the volume limiting function. You access this through the ipod preferences via iTunes. Maybe without knowing you set this to a lower maximum volume?? If not, I don't have another suggestion at this point. I would check this just in case.

the only other thing would be to check the adjustment on each of the songs volume. Click on your library, click a song in the main window and them go to edit>select all. Right click and choose get info. Move the volume adjustment slider in the bottom left corner of the info screen to the middle (if it's not already there), check the box to the left of the slider and then click okay. All the songs in your library will be adjusted to this new volume, and will be considered new songs when you update your ipod, so...don't be surprised if iTunes attempts to re-transfer all your songs back onto you shuffle. This way you know that iTunes has set the volume correctly. If this doesn't work, or you've tried it let me know. I wil try to think of something else. Your photo didn't tell me much.
