Restore your iPod with the iPod updater software.

Go here:
www.apple.com/support/iPod and download the latest iPod updater software. Plug your iPod into your cmputer, and see if the updater software sees your iPod, then click on restore.

If that does not work then press and hold the menu and select buttons at the same time until you see the Apple logo.

The Genius bars will not cost you anything, they are free even if your Apple product is ages old.

I'm not sure how to fix your problem but I do know that after updating a 4G you have to plug it into the AC adapter. Try that and if it does nothing it seems like it's time to take it to Apple to have a look at.
