Just wondering if there is any difference of the internal parts between two different 4gb 1st gen minis? One model is M9800LL/A and the other is M9160LL/A, I want to know if I can swap parts between them.

Are they the same color? That may account for the different model number if they are different colors... Not 100% sure on compatibility though, even if they are the same color, there may be small differences in cycle...

Yes they are both silver and both 1st generation mini's. I thought there was only one model # for each generation of the same color & same gb?

No clue, occasionally there are mid-cycle updates that would change the generation, but could change model numbers.
