Lost iPhone - Owner Refuses to Pick it Up

I found an iphone 6 on the bus. I call the number on it so the owner can come pick it up. But for unknown reason she refuses to pick it up. She thinks I'll require a huge reward for it which I reassured her is not the case or that I might jump her. Whatever. Strange but true.

I then call Apple and I tell them the story. They call and leave a message on her phone 4 times. She never calls them back. This happened a month ago. So I'm stuck with this phone and dont know what to do with it.

How would be able to use it if its under her name?

You don't use it. It is locked to her Apple ID.

You either hold onto it, or dump it at a phone store for recycling.

You could mail it to her. If you don't mind footing the bill.

Have you backed up your iTunes Library this week? If not, you are risking losing your music and playlists....

But I read about a special sim card that can be inserted in the iphone that'll bypass the ID and password. What do you think of that?

I doubt it will work.

There must be a way to unlock it? Why not just mail it back to her though?

Well assuming the story is true..... But yea he could do the right thing and send the phone by mail or agree to meet at a public place in daytime to return the phone for example.
