You can't keep them in sync, but here is how you transfer everything but apps.

Wired just had an article on that: Switch From iOS to Android (Or Vice Versa) in 4 Easy Steps | Gadget Lab | WIRED
It assumes you use Google to sync with.

For the Apps, you can use iTunes or the iPhone to go to the App store and look for the apps you want and download them.

Your alternative is:
Photos: Copy Photos from Samsung to computer in a known location.
Contacts: Export contacts from the galaxy as vcf (virtual card file), import those into Outlook
Songs: Copy Songs from Samsung to computer, import them into iTunes (drag from Windows Explorer and drop onto iTunes).

Then sync your iPhone with iTunes, and when it is done Click on iPhone:
Photos: Click on the Photos button, put a checkmark next to Sync Photos, set drop down box to Choose Folder and select the folder where you saved the files.
Contacts: Click on Info button, put checkmark next to Sync Contacts, set drop down to Outlook.
Music: Click on the Music button, put a checkmark next to Sync Music, choose the music you want (Entire library may be a good choice)

Click Apply to sync.

I would turn off Outlook syncing, but that is me. Click on the iPhone, click on the Info button, uncheck the Sync Contacts. Tell iTunes to leave the contacts on the phone. Then I would delete the contacts from Outlook.

Have you backed up your iTunes Library this week? If not, you are risking losing your music and playlists....

For contacts, you can also directly import the vcf file(s) to your iCloud account as described here: iCloud: Import a vCard

Most Android phones are equipped with G-mail, you can take advantage of Gmail to transfer contacts. As to other files, sorry, I do not know neither....
