I would like to give my iPhone 4 to my wife. How should I change my user name to my wife? Is there any consequence to consider before doing so?

By change user name do you mean Apple ID?
The best way to do that is Settings->General->Reset to erase the entire phone and then you need to set it up for the new ID. It obviously erases everything. If you mean changing the name of the phone, then do it. There is no impact.
