PDF Viewing Annotations

I use my iphone for reading work e-mails, and many times they come with PDF attachments which have annotations.

The annotations are usually written in Adobe or Bluebeam.
In either case, i cannot view the annotations (typically this is just a text block replying to comments.)

I can also view PDFs with the dropbox app. but it has the exact same issue.

If i get on my computer and flatten the annotations, then it works fine on the iphone, but this is not practical for needing to read something sent to me on the spot. I receive these e-mails from various sources, so i cannot ask the sender to flatten the markup first.

I know there are many PDF annotation apps out there, and i have tried a few, but i do not need to create annotations, i just want to view them. None of the apps i tried could view annotations. I don't mind buying an app, but i don't want to pay for a bunch of them, and find they don't work.

I know this has to be a very common issue, and i have not found any luck finding an answer via Google. It always returns something about creating annotations.

Does anyone know of an app that works for this, or has another idea or work-around?
