Is there an app out there for the iPad and iPhone to have the wallpaper cycle through a defined group of pictures? I like the 'Desktop' picture on my iPad but it would be really nice to have it change on a regular basis.

Not without jailbreaking as that isn't a standard function of iOS. You have to manually change the background image on an iPad and iPhone.
