The keyboard will come up when you enter an area that accepts text input. So you have to actually tap in a text box area so that you can enter text. You cannot force the keyboard to come up in iOS (this means everything including Safari) unless that is a feature supported by the app. The app itself needs to have this feature built-in and you will normally see a keyboard icon on the lower right/left corner of the app. Safari does not have this feature.

The website isn't properly instructing Safari that text can be entered. This would be something to bring up with your e-mail provider's customer support. Their website isn't properly working with Safari. There is something on their end that doesn't fit basic Java, HTML, or HTML5 code.
