Are there extra data charges outside the USA?

Greetings all!!

My sister lives in Merida, Mexico on the Yucatan peninsula. She has an AT&T cel phone with a "stateside" phone number for folks from the USA to reach her by phone, and also a mexican phone number for her local use on another phone.
She's thinking about getting an Iphone during a stateside visit in May, for the use of taking pictures, and answering e-mail when she travels, instead of carrying a laptop with her.

My question is this.....are there additional data charges for using the iPhone in a foreign country? Is she going to get zapped for answering e-mails while in Mexico while using this iPhone? She won't be texting.

You'll probably need to talk to an AT&T rep, and an educated one at that for the most accurate answers. The average AT&T flunkie may say "yeah no problem" only to find out otherwise later.
