Smart Playlist: All Artists with 3 or less songs

As the subject says, I'm trying to make a Smart Playlist that contains all artists who have 3 or fewer songs. I've looked at the Smart Playlist dialog, but just can't see any way to do it (other than a manual playlist). Does anyone know if this can be done?
