MP3 blogs are like other blogs: they reflect someone's personal taste and opinions. Usually the blogger writes a little about the band or the genre, then posts some mp3s that you can download and hear for yourself.
There are two aggregator sites, updated hourly, where you can check what's happening on the mp3 blog scene:

Good mp3 blogs are like having a friend with great taste in music who's always shoving CDs in your hands -- 'Here, listen to this, you'll love it!' You can discover great music this way (and also music you don't like).
This is the best way I know to follow the indie rock scene. Are you into the Arcade Fire yet? You will be. And if you've been reading the blogs, you may already be getting a little tired of them.
