Garageband (http://www.garageband.com) has an awesome selection of independant artists who offer sample tracks. I've been extremely happy with them and probably downloaded over a hundred tracks already. Some are very good - reminds me of mp3.com before it changed.
I think Garageband.com assimilated Mp3.com's database some time ago. I saw an option for bands to set up their accounts again under the Garageband.com name.
Garageband.com is really great if you are willing to sort through many pathetic artists to find a few gems. Also, keep up with your favorite artists - they often put their very best tracks up for only a limited time.

True, that. Though if you're looking to find free music, that's usually what will happen.
