I have Win xp Sony Vaio laptop and we can log under dad, wife and daughter with each of our own settings. I have 300 songs on itunes of which my daughter have a couple of playlist there when she borrows my ipod of 20 gb

I understand when she logs in under her name and put in the software for her ipod , she will get a new itunes setup.
Once her songs are transfer from her playlist she can begin to set up her own list.

She getting a mini ipod for Christmas. What is the easiest way to transfer the two playlist of my ipod to her mini ipod?

Use the computer and put the music in a shared folder and you both point iTunes to the shared folder.

So, when she wants to go to itunes , she goes to the shared folder ?
or by putting in a shared folder, when she clicks on itunes in her settings, she automatically gets the shared music?

can you can elaborate.

How many songs are we talking about here? A few? Hundreds?

If it's not too many, I'd take note of the songs that your daughter needs for her iPod mini. Then locate the original source files on your hard drive. Duplicate those songs and place them into a folder on the "root" of the hard drive. Login as her and copy the songs from that folder into her My Music folder. From there you can import them into her empty iTunes Library.

This might not be the best way to do it, but it will get the job done.
