So i'm thinking of buying a mini ipod but i have a couple of questions first

Do i need to have the internet on my computer to upload music?

and

Can i upload music straight from my hard drive to my ipod??

2. no. you must use iTunes as a conduit to get your music onto your iPod. If you don't have internet, don't worry, iTunes comes with the iPod.

You don't HAVE to use iTunes to upload the music as there are some third party programs to do this, although iTunes, in my opinion, is more than adequate

fair enough. Why anyone would use anything other than iTunes is beyond me, though.
