I have a Windows XP from Microsoft. I do not have any Mac OS.

Is there any way I can program my iPod as the Developing Quicktime Applications For The iPod appearing in the April 2004 issue (vol. 20, no. 4) of MacTech Magazine indicated.

The worst case is I will use linux to do it. But can you tell me how to do it, please.

Thanks,

That was in April. An April Fool's joke. You can't actually make any.

However, there is a port of linux to the iPod:

http://ipodlinux.sourceforge.net/forums/
the forums are active and another programmer is only good ;)

This is another OS though and so have to make things from scratch. It doesn't support 4G at the moment however.
