I have a second-generation iTrip. It won't change channels from the default 87.9. If I play an adjustment file right after plugging it in, it never "rapid blinks" -- I just get the three blinks and a steady, with no channel change. (Same thing happens with a normal song.) And once the LED is on, playing a new channel change file won't make it blink at all -- it just remains steady and never blinks. Same thing happens with two iPods, a new 15GB and a Mini. I've been very careful to follow the adjustment steps exactly, and my original iTrip for my old "classic" iPod changed channels fine so I know it's not my technique. :)
I tried resetting the iPod with the iTrip plugged in, and without. Volume is set around 70%, but I've tried adjusting it as well.
Any ideas/suggestions?
