You can use www.mp3gain.com. They will not all be the exact same level, but they will be close to the setting that you select.

I've been wondering, does it affect the quality of the sound when raising the volume??
If it does this I wouldn't do it.

The best thing to do is try it on a couple of songs. It only takes a minute or so to do a album, so just go ahead a download and listen to the results.
BTW right now I'm using it on 1000 songs. Just d/l'd it yesterday and I'm happy with the results.

if you happen to be using ephpod there is an inbuilt mp3gain volume normaliser. this way only the mp3?s that get transferred/copied to the ipod get normalised (adjusted to the same volume).

But is it possible to make the volume of the mp3s higher?

mp3gain is alright.
i noticed some distortion, especially on Elvis albums.
Some instruments that are supposed to be heard faintly in the background are brought out toooo boldly; ruining the track.
as a fellow suggested, test it out first on 10-20 tracks that you can notice a difference in volume.
