I would like to be able to listen to my itunes library on other computers over the internet. Is this possible?

Using WinXP

If you mean using iTunes' built-in music sharing, then no. The code requires any connections for music come from computers on the same local segment, ruling out access from anything on the Internet.

Depending on the firewall environments between your two locations, you may be able to use generic file sharing to access the base MP3 library. In essence, mount the music library as a volume on your computer and set iTunes music library location to the network drive.  Of course you could also copy the files over to the other computer at that point as well.  Both are extremely slow options as music files are still relatively large for frequent transmission over all but the largest Internet connections.

I think Anapod gives web access.

It does, very slick too. Just use a web browser.
They say it doesn't work well for more than one person at a time though.
We'll put that to the test at the next Lan party, hehe.

Anapod gives great web... ;)

However I uncovered a bug in their AAC streaming support. They send the wrong MIME type. It should be fixed for the next update.

Just an FYI.

On the Mac at least, the original version of iTunes 4 had full internet sharing. It was quickly squashed by Apple.
