Wifi only?

Is there a way to configure the phone so it only works with wifi? I just moved to AT&T to get a 3GS and handed down my old phone (2G, jailbroken/unlocked) to my daughter. She does not need the network access (although try telling her that!) and I am not interested in paying AT&T another 30/month.
