Easy access to Refresh Button?

My daughter has the 2G touch and frequents a few chat sites. She needs to "Refresh" often to see new posts, but getting to the refresh button involves considerable scrolling.

Is that anything that allows for a "refresh button" to be easily located on a screen?

One short cut is to touch the title bar in Safari, that causes it to scroll back to the top of the page.
