Your best alternative is to purchase an iTunes Store Gift Card which can be used to create an account with the value of the gift card.

You didn't really say where you're located, but you can buy iTunes Store gift cards at most major electronics and music retailers in the U.S. and Canada. Not sure about other countries, but you can also order them from the Apple Online Store, and can even find them on eBay. Just make sure you purchase a gift card that is for whatever country you're in, since these are country-specific.

In terms of using your dad's credit card, there are a couple of ways you could do that. Firstly, he could set up the iTunes Store account with the credit card, and then remove the credit card afterwards (change the payment type to "None"). Alternatively, your dad could set up his own iTunes Store account (ie, with his own personal user name and password) and then send you a one-time gift certificate or even establish a monthly allowance which you could then use to set up your own iTunes Store account. In this case, your father's credit card would only be assigned to his personal account and you would only have access to whatever funds he chooses to specifically send to you.

If you just want the free apps, you can register on any store by attempting to get the top free app from the front page. Assuming you're logged out, when you click on the "get app" button, it takes you to the log in, just create a new account and the "none" option will be there for payment. I got myself an Australia, U.K., and Canadian account with this method :)

Try "purchasing" a free app when not signed in to the iTunes Store.... When prompted to sign in, choose to set up a new account and you should be walked through the setup process and be allowed to select "None" as a payment option. You will not be allowed to do this if you're setting up a new iTunes Store account from scratch -- it only works when you're setting up an account as a result of trying to download a free item.

Note that this may also not be the case on the iTunes Store in all countries.
