Every time I sync my Touch, after backing up, it transfers all the Apps I have ever dowloaded on the device. It's not just the first time after I download, it's everytime and it takes like 5 minutes.
Is this normal? It sure isn't great.

That's not normal, no.
If an application is downloaded on the device, it is synced back to your PC. This only happens once; the first time of syncing after downloading the application.
The only other time this happens, is if you download a new version of an application; it again syncs it to your PC, just the once.
Only the back-up process happens each time, and this can take quite a while.
Sounds like another weird iTunes problem; doing random things that it shouldnt. A restore might clear the problem.
