Is this fring thing a VOIP application? SHOULD. Make sure it can call ANY phone, not just another VOIP phone. Overseas VOIP tend to be low quality.

It simply allows you to use the voice messaging of skype, gmail and others. If you have a paid skype account then you can dial landlines and cellphones.

It works just fine overseas. I can confirm this as I first used it to ring London and Tokyo landlines from Zurich.

So when I'm at my hotel in munich that offers wifi I can call home from my room.All I have to do is setup an account with some one that offers voip is that right. Also after I create an account I can access that account any where I want that has a hotspot. Is this right.

All you need is a Skype account - paid or not. If unpaid then you can talk directly to others with Skype accounts, or if you want to pay you can call landlines and cellphones. This works just like on the computer - if you can access the internet then you can use Fring as your Skype front end.
