If I want to add a song to a playlist that I already have on an album, do I have to upload it twice? In other words if I had Billy Joel's Greatest Hits already loaded into my Touch and I wanted to make a 70's themed playlist with "Piano Man" would I have to upload it again for the playlist?

Nope. As iTunes syncs (or manually updates) a playlist, it checks the iPod for each track in the playlist -- if a track is there, great; if not, it gets loaded onto the iPod. The one time this might get confusing is when you've got the "same" track loaded a number of times in iTunes.
Like, if you've the Greatest Hits album and the Piano Man album loaded into iTunes, you've got two copies of the track "Piano Man"; iTunes will see those as two completely different tracks (since they're two completely different files). If Playlist A specs the "Piano Man" from the GH album, that is the track that will be loaded onto the iPod. Later, if Playlist B specs the "Piano Man" track from the "Piano Man" album, that track will be uploaded to the iPod.
