Yes... You can download the .ipsw from links provided on different sites. (Not posting it for against-the-rules reasons). Then you can manually restore the touch using the newly downloaded firmware. (SHIFT + HIT RESTORE BUTTON --> search .ipsw).
Edit: Having the latest version of iTunes is compulsory.
