I want to start developing apps for the iPhone but I am on Windows. Am I out of luck?

Yes. The iPhone SDK only runs on Intel-Based Macs.

Hmm...
Any ideas how I might be able to get a cheap mac that fits the requirements to dev on?

Not sure of SDK requirements, but the mac mini runs somewhere around $600 and should be fine

Looking for it as more of a hobby.. so would rather not spend upwards of $600...

hmm, what about those new "subnotebooks"... does the EEE or Aspire One run OS X?

Nothing runs Mac OS X but a Mac...not legally anyway.

Currently only Psystar (who are being sued by apple) and apple make computers running osx

...And there's another company saying that OS X can run on their computers, but it doesn't come pre-installed with OS X...therefore they aren't being sued.
But yes, Psystar too.
