So when I try and restore my itouch i plug it in and it goes through the process and gets to where its restoring the ipod and then the ipod like dissconnects and itunes trys to start verifying ipod software and the ipod never reconnects and the connect to itunes screen comes up.. if anyone can help me with this it would be awesome.

Try manually putting it into restore mode first. Advice taken from a post by DerekVOF:

Easiest way (if recognized) is to simply plug it into your computer, open iTunes, and click on the Restore button on the iPod Touch's summary page.

If that won't work, you'll need to force it into restore mode -

1. Turn your iPod Touch off (hold the top button, then use the red slider to turn it off)
2. Hold down the home button (round button on the front) and keep holding it down
3. Plug in the USB cable to your iPod Touch (should already be plugged into the computer) - keep holding down the home button
4. The iPod Touch should start up - keep holding down the home button
5. After 30-60 seconds, you should see the iTunes icon and a cable connected to it. It should now be in restore mode and you can let go of the home button.
6. In iTunes you will now be able to restore...

No it's like the itouch is stuck in restore mode or something i cant do anything with it and when i plug it in it goes throiugh the whole restore process and gets to Verifying Ipod Software, and never verifys and shuts off...

yes, and it still does the same thing.
