How does one do this? Does the iPod have to be synced?

Go to File/New Smart Playlist...
The iPod doesn't have to be synced.
But what do you really want to do?

I wanna see if Smart Playlists are as good as people say
I was thinking I might make the first one something like, play songs that only have a few plays so my iPod can begin jogging my memory by surprising me with good choons from years ago...:D

For laughs, make a smart playlist that selects song with a playcount >10 that hasn't been played in the last 6 months. There be your old favourites.

SP's will really start to shine when you start rating songs and also play them a lot so you get Play Count and Last Played/Skipped info to fool around with

Don't forget Code Monkey's document (http://filebox.vt.edu/users/channum/files/smartlist_management_v5.1.pdf) on some uses for smart playlists.
