Help! I have a new PC and had to restore my iPod Touch. When I did, the new apps didn't download. Can anyone tell me how to get them back?

I've been reading posts for about an hour and the general concensus is that it's easier to spend the $9.99 for the new upgrade than try to fix the problem of the un-restored $19.99 January upgrade.
Has anyone else been able to restore the upgrade? My account shows that I paid for it. I'm the biggest Touch fan, but this is lame. I'm on the road and this restore issue is really frustrating.
