Im trying to use a custom ringtone, I tried with winscp putting it right into the ringtone folder it didnt work, and I tried to to use sendsong, and it didnt play any sound I even rebooted and still didnt work, I tried mp4, mp3, m4a, and wav, not sure how to get it to play. I have a jailbroken 1.1.4 8gb

You have to have an AAC file (audio file with a .m4a extension) that is 30 seconds or less. Rename the extension to ".m4r" and then double-click on it. It should be added to iTunes under the ringtone section, and you should be able to sync it to your iPhone.

Whether or not your phone is jailbroken doesn't matter.

its a 4 second m4a, i change to m4r and put it in ringtones on my itunes(latest) then sync it, my iphone sees it but when i click on it it doesnt play like the other ringtones in the phone

I recently got iphone ringtone maker. They give you three free before you buy (its only 15.00) then it uses music right from your library on your phone to make the ringtones. There are no limits to the number of uses and like i said you use your own music.

Audacity is free if you want to clean your ringtones up (fade-in/fade-out) and fairly easy to use, and iTunes has all the tools you need built-in to make your own ringtones.

I just want to clarify that for anyone trying to decide. If you follow guides around the net (many of which are right here in the iLounge forums), you'll have no trouble making your own ringtones totally free.
