My wife washed and dried my sons I touch, I opened it up dried it out and it works but I can barely see the images on the screen. they are there but very faint, someone told me it was just the bulb, or do you think I have to replace the whole screen. Thanks

if you bought protective plan, go to apple store, or call apple to replace or fix.

I don't know of any protection plan from Apple, Best Buy, etc. that would cover negligent damage (like washing an iPod Touch). Otherwise, anyone who just wanted a replacement could get it wet and get it replaced. I think you're out of luck, unfortunately.

Apple's warranty, AppleCare or not, does not cover damage caused through neglect or abuse of the device. AppleCare merely extends the warranty to provide additional coverage under the terms of the existing warranty.
There's not much point in this case to even suggest taking it back to Apple. Not only would this be fraudulent under the terms of the warranty, but Apple will be able to tell that it was immersed in water and will deny any warranty claim anyway.
To answer the original question, the screen and bulb more or less go together as a single unit, so you wouldn't likely be able to replace one without the other anyway. You can contact Apple to see what kind of expense would be involved in having them service it, or you could contact a third-party Apple repair facility.

Eric,
The screen is a easy fix once you have the iTouch apart. It sound like you have damaged just the screen if everthing else is working. You will be looking at around $200 for a new screen, unless you can find a used one on eBay.
In the future if you need to save an electronic device, wheather it be a cell phone, a remote, a pager, a jump drive, iTouch, anything electronic that should not get wet, is a pretty easy fix. Once the device has been submurged in water, as soon as you can, put it into isopropyl rubbing alcohol. Make sure the device is completely submurged in the alcohol (in a cup or glass) for 5 minutes. Once that time is up, remove it and allow it to dry for at least 48 hours. Remove any batteries or SIM cards, SD Cards, or a back cover, anything you can remove to speed up the drying process. The rubbing alcohol seeps into where the water went and then dries it up. After 48 hours has passed, put the device back together and see if it works. I have saved a Bluetooth device, a cell phone and way back when, a pager.

Thats not very nice. Yeah, as everyone else stated, your not covered.:( The good news, Apple would have no problem repairing your Touch, after you fork over a few hundred bucks. :D
