Is There Any sites where you can download video clips etc straight onto the ipod touch, using the ipod touch's web browser?

AFAIK, with a non-jailbroken touch, it is impossible to download anything onto the touch save for iTunse downloads (which do not include videos), so no.

Note that you can also view Quicktime-based videos through the Safari web browser, as long as you're actually connected to the Internet. You won't be able to download/save them without third-party software, but they can still be watched in the browser itself. Even the TV Output functions will work in the same way as they do for YouTube or stored videos.

Also if you're jailbroken, there are some Safari hacks which will download video and audio rather than stream them. You'd have to look around for them. MxTube, though, works great.

And as jhollinston pointed out, there are plenty of streaming sites, including:

http://iphone.dailymotion.com/
http://vtap.com/
http://videos.google.com/ (click on the download link to the right)
http://www.archive.org/ (click on the download link rather than the streaming link)
