problem completing restore

I put a new HD in my 20gb 4th gen.
Windows saw and iTunes "restored" it.
At completion of restore it tells me to plug into WAll AC to complete restoration.
Ok, I've done this many times before, but this time using a known good wall charger nothing happens.
It just sits there showing the "plug into wall outlet" display and nothing happens.
Nada!
I've rebooted, pulled it apart now twice, and swapped misc parts trying to get it to complete the restore and no joy
Your insight could possibly keep me from going bald pulling my hair out.

Hi, I had the same issue with my ipod 40 gb photo my friend tracked it down to the charging curcit on the motherboard .problem is we have not found a web site with a mother board wiring diagram to start testing mine .
